New York Gov. Andrew Cuomo is promoting legislation to block drilling leases within three miles of the state’s coastline, drilling-related infrastructure on state land, and use of state waters to transport crude oil from Atlantic offshore wells. The proposal is a response to the Trump administration’s push to open up more of the Atlantic Coast to offshore drilling.
