Pruitt Overrules EPA Staff, Gives Wisconsin Gov. Walker, Foxconn Big Break on Smog

EPA head Scott Pruitt has exempted most of southeast Wisconsin from the latest federal limits on lung-damaging smog pollution, delivering a political victory to Republican Gov. Scott Walker as he makes a new Foxconn factory the center of his re-election campaign. Pruitt overruled EPA staff with changes that will save Foxconn from having to make expensive investments to protect air quality. Several other regions saw similar changes.
