Saving Norfolk from Sea Level Rise Won’t Be Cheap: Army Corps Releases Its Plan

The U.S. Army Corps of Engineers has proposed a $1.8 billion plan to help protect the low-lying city of Norfolk, Virginia, from rising seas and more powerful coastal storms. It would surround the city with a series of floodwalls and storm surge barriers, but wouldn’t protect the naval station, which is at serious risk of flooding damage with sea level rise.
