California and 18 other states say they will fight a Trump administration plan to weaken fuel economy standards and limit the ability of states do adopt their own fuel economy rules. The states, along with Washington, D.C., vowed to sue to halt the rule changes, which would touch off a protracted legal battle and could become a polarizing issue in November elections.
